I have just purchase a track from iTunes on my iPhone an although it appears in my iTines library it does not appear on my iPhone and is not visible in iCloud. It also does not hav ethe iCl;oud symbol against it in my libray list

iCloud has nothing to do with your music.
You can re-download content purchased from the iTunes store (availability varies depending on location) using the purchased option which is revealed in the iTunes app on your iOS device by tapping the more button at the bottom of the screen.
