How/Can I define conditional formatting rule that will fill a cell with a specific color if the value of that cell (nummeric) is equal to or less than x% of the value in another numeric cell?

1) select the cell(s) you want to apply conditioanly formatting to then
2) select the menu item "Format > Show Conditional Format Rules"
3) then make the appropriate selections:
besure the click the "Edit" button to change the formatting selections for the condition you selected then click "Done"

That sort of test is not supported in Conditional Format. You can test for equal to, less than, greater than and so forth, but you can't do math in the comparison specification, as in your percentage calculation. You can do that calculation in another cell and then compare the cell being formatted to the cell with the calculation.
