How to make the "other" yellow bar smaller

I have a 16 GB i phone 4s. The past phone was an 8 GB 4, on that phone i could hold 3,000 pictures, apps, and songs. Now on my 4s i can only hold 500 pictues less apps and less songs. i went on itunes to see why this was and saw the "other" bar was using 11.6 GB! I have deleted all of my emails, internet history, but still hasnt helped! Anyone know whats wrong???
