facetime overseas

Looking for some help here. My brother is in Germany. He tried calling me on facetime and it didn't work. He then added 1 in front of my phone number (the country code) and now he can face time me no problem.

My dad has an ipad and face time is setup through his email address. When my brother tries to face time him, he gets a message that my dad is unavailable. I'm assuming the issue has something to do with the fact that he is trying to face time overseas.

Any suggestions?
