AirPort Utility 5.6 for Mac OS X Lion
You may have downloaded AirPort Uility 5.6.1, which is not the right version for Lion.
If you have moved to Mountain Lion 10.8.x, you will need to use a workaround to install AirPort Utilty 5.6. See this article for details:

Feb 18, 2013 7:30 AM in response to cCast3by Bob Timmons,I cannot duplicate this error when I test on a Mac running Lion 10.7.5 here. AP 5.6 installs just fine.
An option is to use the workaround in the other link that I provided to manually extract the AirPort Utility 5.6 application and then manually move it to the Utilities folder on your Mac.
Another option, if you have Mac running Leopard or Snow Leopard, is to use that Mac.
