I've tried pressing Hold and Power buttons for start up, ipad still does not turn on. When plugged for charging, battery symbol appears then it seems like it's turning on but instead Apple logo appears and that's it... it just repeats same thing. What do I do?

Also, when in Itunes... I get a error message saying it can not detect ipad
I've tried holding power and HOLD button... Ipad still won't turn on
