syncing my 1st iphone 4 to i tunes windows 8

been using itunes with an old ipod touch, just bought an iphone 4 when i connect to itunes it says iphone but will not le me sync playlist its also not in my reccognised devises HELP!

iPhone 4, iOS 6.1
