Follow the instructions given in the article that you came here from.
You will more then likely have to set your account up with a credit card on file, I would just keep an eye on which app purchases your making and just confirm with the app store that they're free.

You're responding to a post that's more than two years old. But it is quite possible to set up an iTunes account without a credit card. See the article link at the top of the page.
