My iPhone4s has lost its personal hotspot
I update the OS to 6.1.1 from 6.0.1 today, and I can not send picture message to my friends anymore, and body know how to deal with this problem?

Are you sending your friends pictures over iMessage (Blue send button) or normal MMS/SMS (Green send button)?
