"Privacy" in settings on iPad 1?

I'm trying to change the privacy settings so I can directly save images from google chrome to my photo library, but whenever I try I'm told I need to change my privacy settings. Upon going to settings, there's no "Privacy" icon available. I've looked around and this seems to be the case with all iPad 1s. How, then, can I change these settings?

I think in iOS 5 you go to Settings>Location Services>On and then you should be able to allow saving of photos from the browser. Try that.
