What is the purpose of this app? Why not just use the application folder or dock?

I ignore it. As far as I'm concerned, it is superfluous.
I believe it was launched to give an iMac more of an iDevice (iPad/iPhone) look and to attract those customers.
What is the purpose of this app? Why not just use the application folder or dock?
