That is if French is available for the sound track. This is up to the distributors/owners of the content not Apple.

I just don't have a choice or option to pick language when it come to the digital copy? I have noticed that in iTunes some movies are available in(v.f.), I am wondering if there is anyway I can download the french version instead of the english one.

Changing the iTunes Preferences as Mike Johnson suggested will only work if the movie file itself has a French audio language option; it won't have any effect if the movie file doesn't contain French audio.
Here's where it really ***** - some movies are technically completely different movies on the iTunes Store. Buying Skyfall (NOT the Digital Copy that comes with the Blu-ray) gives you access to English, French, Portuguese, and Spanish with one download, one purchase.
You can use iTunes Preferences to access the language options, but for a one-time change, it's much easier to go to the menu bar and click Controls -> Audio & Subtitles and then pick the language you want.
I don't know why the Digital Copy only has English audio. I tried checking my Digital Copy of several movies from a variety of studios, and while some include a variety of subtitles, very few included alternate language options; the only one I found was Frankenweenie, which had English, French, & Spanish.
Captain America, unfortunately, has two separate purchases within iTunes. Try it by opening the iTunes Store, searching for 'Captain America', and filtering for Movies only. There are only two options that are the recent Captain America movie: 'Captain America: The First Avenger' (which is English only) and 'Captain America: The First Avenger (VF)' (French audio track).
Unfortunately, these are totally separate purchases, so if you buy the wrong one, you're screwed. The French version also doesn't contain the 'iTunes Extras' bonus features.
In my opinion, your best bet is iTunes customer service. They might take pity on you and provide you with a redemption code for (VF) versions of movies like Captain America. Not sure what they'd do for Skyfall, where there is no (VF) version.
All of what I've written here applies to the Canadian iTunes Store. It might be different in the US iTunes Store, or elsewhere, but I bet it's similar enough.
Finally, the last piece of information I have is that most of these movies have info on the packaging warning you about the language issue. Out of the two Blu-ray boxes I have nearby, both Skyfall and Looper have text warning you that the Digital Copy is English only (Skyfall has the text right on the front cover underneath 'Digital Copy'; Looper has it on the back in that block of tiny text at the bottom).
