How can I download the contacts on my i-phone (4) to my (Windows) PC office envireonment (e.g. xls)

You can use iTunes to sync them to a Outlook or Windows Contacts on your PC.

can you please let me know just one thing, will this transfer my iphone contacts to my PC or, by doing this i will be transferring my PC contacts to my iphone?
the thing is each time i sync my phone with the PC some of the contacts are Gone as my windows' address book is not updated as my phones.
What i require is to update my windows adress book with the contacts on my iPhone.
