Can't find where to submit my podcast to iTunes

I've followed the instructions to submit my podcast to iTunes but the instructions say to go to the iTunes store, to Podcasts and then to go to the quicklinks on the right but there is no option to add a podcast and the link in the Apple instructions doesn't open in iTunes on a 64 bit version of Windows.

My Podcast is tested and ready to go but I can't find where to submit it - any help would be appreciated!

You will need to be logged in to the iTunes Store. Enter this URL in your browser

:https://phobos.apple.com/WebObjects/MZFinance.woa/wa/publishPodcast.

(There have been cases of people getting error messages doing this: if so, try

https://buy.itunes.apple.com/WebObjects/MZFinance.woa/wa/publishPodcast.)

This will open iTunes to a pane where you can submit the podcast: again, enter the feed URL, not the URL of the media file.
