With iOS 11 they have added the tab key and indent key. Touch the right pointing arrow to the left at the top of the virtual keyboard and it will give you those options.
In iOS 9, if you do a single, two finger tap, you turn the entire iOS keyboard area into a giant trackpad and you can place the text insertion "cursor" any where you want it.
If you double tap the keyboard with two fingers, you can highlight an entire line, then single tap with two fingers to use the keyboard trackpad feature to fine tune the selection to edit.
If using Microsoft Word, split keyboard by using two hands to swipe from the middle outward. The tab key will be located at the top left hand corner of the keyboard screen, tab icon is an arrow pointing to the right with a vertical line after it.
For navigation use of the "tab" function on forms (from iPad) for example (not indentation for letters, etc.-which I'm sure is satisfied with 5x on the space bar), when the keyboard appears, swipe up on the little white line above the y-key. Tab functionality is available using the up/down arrows at the top-right of the extended keyboard. Shrink the keyboard again by swiping down in the same general spot from previous.
If you are wanting to tab between fields on a screen (e.g. when entering a logon id and password) then you might get a Next button above the keys on the keyboard.
Maybe a better question is WHY is there no tab key? Or for that matter back or forward arrow? I would do more with my iPad if I had those options. As the keyboard is now it makes it very difficult to type notes, email etc.
Navigation keys are unnecessary as it is a touchscreen device, if you absolutly feel you need this, purchase a BT keyboard that has the keys,
Logiteck KBs have them. They don't help much. IMO
It's true a touch pad SHOULD allow you to maneuver within the text of a written document. Have you tried to place your cusor in the middle of a word that is misspelled (and spell check offers no or an incorrect option)? Even with the screen zoomed in I have found it is not possible to insert your cursor in the middle of a word, you must place the cusor to the right of the entire word, delete all letters to the point of insertion and then retype the entire word, very frustrating. As for a BT keyboard, I have one, however I have found use of the keyboard with an iPad contradicts the convienience of having a tablet. My rant is done, just sharing my frustration, misery loves company.
And to think I was always just annoyed by that "stupid bubble". Thanks for the genius quality tip. I still want a tab key for indenting paragraphs, but This is a fine workaround for my other concerns.

I Disagree, as I am using iPad in certain apps (like Evernote) and need to tab to add a row to a table or navigate quickly to enter data would be nice to have a soft key option without having to force each app to create one.
The real issue is that people want to use the iPad to type an indent for the beginning of a paragraph, and without the tab key someone has to hit the spacebar 5 times which is fine, unless you are trying to teach someone how to write. Then you are teaching them a bad lesson. How hard could a tab key be?
