When you replay to a message with multiple recipient, you should have the option to Reply (just to the sender) or Reply All (the sender and all recipients on the To list). In the case of the latter, the other recipient are placed in the CC field.

But it ain't a'workin' on the ipad in Gmail. Not using the Gmail app or Mail, just Gmail within Safari or Chrome. Happens in both browsers.
Try a reset: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps from the tray before doing the reset.
Also take a close look at how the emails are addressed and verify there is a claer from address rather than a group listing (probably not the case, but worth looking at).
Thanks for the reply, but how would a reset have anything to do with my Gmail problem? There is a single sender of the emails in question, with several recipients.
The reset very well may not resolve the issue, but only take a few moments to perform and won't hurt anything.
Could be a web interface design limitation on gmail (in conjunction with Safari). Could be a hang up in Safari. I know I haven't heard anyone esle report this.
I'll be ******. Resetting seems to have worked. I just tried reply in an email that had several recipients, and the Reply to all recipients is gone. Thank you, and sorry for being a Doubting Thomas

In the event you have issue with an iOS device, try the reset. Doesn't always cure everything, but works in an awful lot of cases. Its basically the equivalent of a reboot on a PC.
