Refund For Non-Working App

It seems impossible to get a refund for apps now.

I bought an app for my ipad and it's sister app for the iphone. After installation you find out to get them to work as advertised you need to purchase more from within the app. (which is nowhere on the advertisment for the apps). Although a bit annoyed I did purchase it though.

The app on both does not work properly and I have contacted the developer several time without any reply.

I tried to report a problem with the in app purchase but that took me to the external Apple contact.

I tried to report a problem with both apps but just got the message to report it to the developer. He/she isn't responding and I want my money back now!!!!

They don't make it easy to get a refund. Anybody know how to do it?

Last night I bought an app from App store. I worked with that app and realized a few big problems that I can't solve that. I email the developer and they emailed me that if I want to solve one of the problems I need to code and for the rest not answers. I contacted Apple customer service to get refund so I can buy an other app. After waiting for about two hours they said they can't refund my money because since 2012 until now I asked six times for refund. They are not gonna give me money back. They told me I had to research before I purchase something and I told them I researched a lot within 4 days, there is not much information out there and no one tells you their app has problems. He said all the apps are final sale and this is our policy and they won't help me. The purchased around $40 with tax. What should I do?
