I'm trying to recreate my library and playlist. When I choose File > Library; there is no lmport playlist option. Only turn on home sharing and get albm artwork. How can I import my playlist?

That sounds like you're in the menu that comes out of the wee boxy icon, rather than the File menu.
Do you have your Menu Bar showing?
If not, if you're using 11.0.x, click on the wee boxy icon up in the top-left corner of your iTunes to see the "Show Menu Bar" control, as per the following screenshot:
Once you have the File Menu showing, you should find the relevant control at "File > Library > Import Playlist".

I have Windows 8 and have import playlist on mine. Do you have the latest iTunes? 11. something I believe.
