Is there a keyboard shortcut for system preferences?

One other subtle point - you need to exit out of System Preferences before the new keyboard shortcut becomes active. Says that in the help document that Barney-15E links to, but it was easy to overlook.

Wm. L - Once I figured out that you meant Cmd - Space - 'sys' enter, it worked. I was looking for a 'sys' key in vain:-(
I had hoped for a shorter cut like Shift-Cmd , or something like that

There isn't one. Note, if you haven't looked at Alfred for things like this, it's worth a look. You can set up scads of system-wide hotkeys for whatever you want, and do tons of other things to boot.
Keyboard Shortcuts, applications, + button, type System Preferences..., click Add Shortcut, enter what you want.
Yes, I have Alfred, and tried their hotkey options. I now have a query in to them on this.
Barney's suggestion might work if I wanted to go directly to a particular entry in the sys pref menu but I want to go to the entire menu.

You haven't actually comprehended what I have suggested. Follow the steps I posted above. I currently have Cmd-Ctrl-, set to open System Preferences by doing what I posted.

If I click application shortcuts and then + , I get this box:
If I select System Preferences.app from the dropdown box, and enter System Preferences, it doesn't work.

It doesn't say select System Preferences, it says type System Preferences...
I linked to an article on creating shortcuts. You can create a shortcut for almost any menu item. Since you want the shortcut available no matter what application, leave it as All Applications.
You didn't put in the elipsis. Type "System Preferences…"
You can either use option-; or type three periods.
From Step 4 of the link I posted:
Type the menu command for which you want to set a keyboard shortcut in the Menu Title field.
You must type the command exactly as it appears in the application menu, including ellipses and any other punctuation. An ellipsis is a special character that looks like three periods. To type an ellipsis, press Option-semicolon, or use the Character Viewer. It may be difficult to know whether the command is written in the menu with a real ellipsis or with three periods, so if one does not work, try the other.
Actually it solved my problem. The ellipsis evaded me until you were patient enough to beat me over the head and get it in!

Well, I was typing on my iPad, so I wasn't too verbose. If I would have had a real keyboard, I would have likely explained things a bit more. I was hoping the link would have helped.
