Every time I try to download the new iOS 6.1.1 it says that the verification failed because the phone lost connection to the internet, but it clearly didn't because one time I was downloading an app when i tried to update. Any suggestions?

I had the same problem. had to turn off phone twice. On second try, 6.1.2 update replaced 6.1.1 and update worked fine.

Yup. the "coperon maneuver" (turn off twice) fixed the same issue with my iPad mini also.
when the IBM PC was invented this approach was called "hitting big red" because the off/on switch was large and red.
