I have done everything in this article and nothing worked. I have a 4S running 6.1.2. Is anyone else seeing this issue?

This issue started for me last week. I have done everything listed in the trouble shooting and it still won't work. The bluetooth connection to my car is available for a random five minutes and then drops off and the wifi is gray gray gray no matter what I do. I've done restores and would really just like to go back to a version prior to 6.1.2 since I think the problem started with that. I'm running a 4s. I do see a bluetooth path listed under genral and N/A next to wifi address.
