@Lawrence: I did try to be respectful. I was responding to your stated absolute certainty that Apple would not issue any further update designed to resolve this issue. Based on your emphatic responses, I was wondering if you had direct knowledge. So, your rather snarky remark seems a bit out of hand.
As others have mentioned, after attempting to resolve this issue by trying the many different "fixes" offered by you and other users on this forum, and not having success, I feel as if the problem is not in how I use my phone, or how I have configured my phone, but something (the recent update?) outside of my control. What else can I think?
It seems that someone solve this problem without restoring or losing data , i tested it by my self
all u need to do is switch from (push) to (fetch) at any email account at settings , also to turn off icloud data under celluar section . sorry for my bad english but it really fix the battery drain at my 4s , many thanks
I waded into this morass earlier in the discussion with the point that I shouldn't have to do all of this to get my phone to work. Just as I don't have to disassemble my car and put it back together to get it to work, but I'll leave that alone as it's self-evident.
I do appreciate that Lawrence and others are providing information to help others. That's what makes these forums work and, given that I used his name in my first rant, I wanted to apologize to Lawrence because my venom wasn't aimed at him. He's using his own time to try and help and that is admirable.
I just wish that someone who is actually paid by Apple to help, would do so - by finding and fixing the root cause of the problem. Enough said on that.
I have done everything that Lawrence and others have suggested. I haven't had my email on Push, going back a couple of years, because this was a battery killer from way back. I'm not a newbie. I know all of the tricks. It's not that I don't know how to trouble-shoot and via a process of elimination, determine if a certain app or setting is causing a problem.
I've done it all - Restore, reinstall, disabled many of the "advanced" features that are the very features that Apple touts when selling these phones. Guess what, it didn't help. My 4 month old iPhone 5 with a full charge will die in 6 hours, untouched, in my pocket. If I use it just a little, the % battery life counts down like it's a launchpad countdown clock.
Yesterday, I bought a cheap, contract-free flip phone so that I can have a reliable phone that will be there when I need it. Sad, but true. I just took the first step out of the Apple world.
Apple might make some ausome hardware but their software is taking a steep dive down the crapper. These IOS releases prove it. Thank god I'm still running ios 5.1.1 on my iphone 4.

Is this an iOS problem ... possibly not ... is this an Apple problem ... definitely yes IMHO.
When I first got my phone (4S) I used all advanced features ... no problems ... then I upgraded to iOS 5 ... problems ... then one of the iOS 5 patches fixed it ... then along came iOS 6 ... problem back ... not fixed by 6.1.2.
I suspect Exchange mail because I've turned everything off except that - and I need that so can't turn it off.
The mail client is Apple though so that still makes it an Apple problem. There have been admitted major issues with the Exchange implementation (twice - two iOS upgrades introduced the same problem - you have to wonder about their code management processes) that have been fixed - is it too much to imagine there could be smaller issues not fixed that are causing the battery drain?
But ... if an Apple app causes a problem and that was a bundled app that changed with the iOS upgrade does that make it an iOS problem ... hmm ... I would have to say yes.
Could it be the upgrade process? Possibly Yes but that's Apple too so again an Apple problem.
Could it be another app causing it? Yes ... but I have the problem with no apps other than those that came with iOS running. Even then if an app works and an iOS upgrade breaks it I still see that as an Apple problem because it means the new iOS is responding differently.
Am I disillusioned enough to drop Apple? No ... at least not yet.
Just to be clear, when I post suggestions I am not defending Apple. I hope I am providing non-judgemental suggestions on how to resolve a problem, independent of the cause or whose fault it is.
As far as your supposition it is Exchange, there's a high probability that you are right. And if so the solution that usually works is to turn off the switches in the Exchange settings (all of them), reboot the phone, and turn them back on. This clears any pending communications that are stuck in queues on stale connections.
I just want to say, that I have the same problem with the battery life.
I got a brand new iPhone 4S from my provider this week and sadly I didn't read the problems around iOS 6.1 or 6.1.2. So I upgrade my iOS to the latest version as I do in the past with my other iPhones. After I recognized that there is something strange with my battery life, I start to found the problem (like a running software in the background / Navigon for example). But I never has a drain like this before on my iPhone 4 or 3G with my Navigon. I also try to shut down some of the location services who where draining the battery in the past under iOS 5, but the battery still going down very very fast. Around 1% in 2 minutes when I working on the iPhone and still in the standby.

My first try I spend now the push option for the mails of my iCloud account. I have deactivate it now and will see, if this will help.
But in every point, this is a shame.
It would be good to get any hint directly from Apple how we can fix the problem until the next update will be relased. They have more options to test the problem and found the reasen as a customer of the iPhone. The "try and error" solution is not the right way.
I was looking for Internet and found one blog with guys who were observing calendar and they found, that still in 6.1.2 calendar is sending requests to server each 1-2 sec. So, their solution was to go to preferences of account, switch off sync of calendar, reboot, and switch on again.
It seems, that it helped me, as I still on 3g, i have fetch hourly for gmail, exchange, icloud, and have geolocation for search network, for time zone.
Bluetooth and wifi always on.
