Transfer Apps from iphone to itunes library then back to new iphone

Itunes is not letting me sync my apps to my itunes so I can transfer to my new iphone. Can someone tell me what I am doing wrong?

iPhone 4, iOS 6.1.1

Its a one way sync itunes to iphones.

Your apps/music should be in your itunes library already.

Are you syncing to a different computer than you normally sync too.

when I plug my old phone in, I press sync on the app screen and nothing happens. Then I plug in my new phone and there are no apps to sync to it. I just need to find out how to get my old phone to sync all my apps.

nevermind, I went into transfer purchases from the file menu and its finally working.
