When I execute Java Web Start, I get an error "Java Web Start cannot be opened because of an error " I am running OSX 10.6.8 and Java Update 13. Anyone know why ?

Run Software Update.
I had already done so. I ran it again and My software is up to date.

Indicates a borked installation. Reinstall the 10.6.8 COMBO v1.1 update, followed by the latest Java one.
Tried the above but, no joy !
Then, you need to reinstall the OS from the install disc, followed by running the updaters.
Still did not work. Perhaps I need to erase the disk and re-load that way. What does "Java Web Start" do ? Also,since last attempt, I can't run an App. because it hangs up looking for Rosetta. ???

That's a much older version of Java Web Start that shouldn't be there any more.
The latest is version 13.9.2 and it lives in /System/Library/CoreServices/JavaWebStart.app.
I see that was true even for my old Java 1.5.0 and Java Web Start 12.9.0 created in 8/18/2009.
I extracte Java version 13 from the OSX 6.8 Combo Update and I no longer fet the error. Thanks to all !!!
