Providing the content you are trying to mirror does not require a connection to the Internet itself and assuming that you have a local network, then yes you should be able to use mirroring.

I am looking to connect to a TV in a motor home, possibly in the middle of nowhere, without wifi or 3/4G.
The content will already be on my ipad, iPhone etc but would like to know if the Apple TV creates a 'bubble' that I can connect to purely instead of having to use a hdmi cable.
You would need wifi, although not necessarily an internet connection. You can create a network very simply with something like an AirPort Express.
