There is no setting to block numbers on the iPhone. Some Apps claim to be able to do this but Apple do not allow this functionality for App developers.
Your service provider can block calls to your number permanently. Call Vodafone, O2 or whoever you are with and they will advise you.

Only your carrier can block calls/SMS's, there is no other way to do so on any cell phone. What you can do is contact your carrier & see if they offer call blocking, or make a contact entry for this number, & assign a silent ringtone to it. The call will still come in, but your phone won't ring. As for SMS's, only your carrier can block them.

There are NO apps that can block calls/SMS's on any cell phone, none. There are none, because no app can do this. Only a carrier can truly block calls/SMS's. Some carriers offer this as an extra charge service, some don't.
Any app you see that claims to block calls, is actually just intercepting the call, & preventing your phone from ringing. They are not blocking anything, because they can't. Blocking must be done at the network level.
It sounds to me as if Vodafone aren't taking you seriously. I find I get better service in the shops than on the phone. Maybe go to a dealer. They will see how concerned you are and should get this sorted. Not really Apple advice but that's what I'd do.
I am sorry to say that you are partially incorrect. Most Android phones that are rooted have the ability to have an app block a phone number from calling and texting your phone. It is just iPhones that can not block. Some apps on Google Play also allow you to see the calls and texts but those will not act like normal calls and texts the will just show up in that app not the normal Phone app or messaging app.
And, I'm sorry to say you are completely incorrect...no cell phone can block anything...all any of these apps do is intercept the call, SMS, whatever, AFTER the carrier delivers it to your phone...get it? They aren't blocking anything. Apple, right now, just doesn't permit any app to have access to the necessary API's to do this. True blocking can only be done by a carrier.
I do agree that true blocking can only be done by carriers but the apps can intercept the calls and texts after being delivered to the phone and not display the normal action like accept or deny the phone call. they are all displayed in the app. not the system applications for these actions.
I have used an app from Google Play that does exactly this without root access. When I would get a call from the blocked number my phone would not ring it would just show in the downloaded app that that number tried to call. And when I would recieve a text from the blocked number it would not show me a notification that I had a message. Only if I went into the app would I see that that number had texted me and I could view the content of the text, but still nothing showed up in my regular calling and messaging apps.
I now have a new iPhone 5 and it doesn't seem to have the ability to block anything... which is disappointing because I was certainly able to do this on my old flip phone..!! 😟
The option to block calls and texts will be incuded in iOS 7.
Wjosten, I'm sorry to tell you, but you are wrong. The Samsung Galaxy S3 and S4 do allow you block numbers. There is an auto-reject setting.

No, they don't block calls. They answer the call and hang up immediately. That is not call blocking. Call blocking is when the call never gets to your phone.
It does not hang up. It sends you to voicemail just like the iOS 7 does, but Apple calls it blocking calls.
