Apple does not publish the error codes so we have no way of telling for sure what your error message means, only a tech would be able to help.
You could not use the model as a monitor with a PC, this feature is called Target Display Mode and was available with 2009 & 2010 27" iMacs using the mini display port on a PC. It is also available on 2011-2012 models using Thunderbolt ports to another machine with Thunderbold output, however connecting to PC's usually does not work.
IMHO it's time to hing about replacing the machine with a newer model.
