Q: Course Pages not loading Theme

When I view a course page in PREVIEW I see the our theme come though just frim, but when I view that same course on the PUBLIC/Live site, the theme does not come through, at least not all of it. Everything just has white text on a dark background and no alternate colors that come through from our theme. Our theme has a dark background and a mix of White and GREEN colors (no green coming through on public site).  This started happening during that last big upgrade several months ago. I thought it would correct itself but it never did. Anybody experience something similar and more importantly what is the fix?
