I have itunes match but no music on iphone ? Only my past purchases

Hi, I recently purchased an iPhone 4 and have had iPods and iTunes for years, I need my music library downloaded onto my phone, so I paid for iTunes Match, the apps are on both my puter and phone and also my past purchased music, I have gone through the troubleshooting stuff and done everything I can find, I have duplicate playlists in iTunes now but no cloud symbols next to anything, I can't download anything, my phone is blank, only have an empty cloud, how do I get my library into my phone ???
