"parentalcontrolsd" shows up in activity monitor taking 90% of my CPU, how do I get rid of it? Turning off Parental Controls does nothing.. and I want my CPU back!

What is it and how do I terminate it? I terminate it and then it comes back... what is it? I need to terminate it permanently because it uses 90% CPU on my 4GB CPU iMac.
