My IPad touch screen won't respond to my touch. Any ideas?

I used my IPad this morning to check my internet. When I came home this afternoon, there is a message that says IPad hasn't been backed up in 2 weeks. Backups happen when this IPad is plugged in, locked and connected to wifi. I have plugged it in and it is connected to wifi. I try to tap the ok button under the message, but it won't go away, and I can't swipe the screen to actually use my IPad. Ideas on how to get the screen to work?

Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

I've the same problem,

I've already tried ... nothing to do..The Ipad retina restarted, but the touch screen is not reponding, any other idea ?

If nothing can be done is there any possibility to use an external mouse and or keyboard to recycle it in some way and use it as home PC ?
