Backup size to iCloud won't reduce when turning apps off

The user has backed up to iCloud before and always deletes the old back up. Well they go to back up and this time it says its over 5GB! so they try turning off the apps, removing pictures, video, music, nothing works. It just says next back up is 5.2GB it won't go down and it won't back up. Please help
