How come "on this iphone" isn't showing when my phone is connected so that I can organize the music on my phone?

The first time I connected my phone with this new itunes, it showed the option "on this phone" so that I could see what music was on the phone and arrange it. Now it doesn't have that option so I can't manage my music on my phone. I deleted and re-downloaded itunes and everything. How come it's gone and how do I get it back?
