Why does it say 6.6 GB used for my "other" when I synced my iPhone 4?

My iPhone has been having weird "other" amounts of gobblygook in it. I don't know if it is the iOS or random things.

Is there any way to do away with all that space so I can put all my music and photos on my 16GB (now 13 GB iPhone 4)?

The Genius Bar just said to update to the latest iOS, but that made it worse!
