My Ipad with IOS 6.1.2 can't get any download or update.

My Ipad with IOS 6.1.2 can't get any download or update. It just remain there with no responses and black bar on it. Now I can't activate the apps since I try to update. Even I restart the whole device, the problem still remain. What should I do?

Try a reset:

Hold the Sleep and Home button down until you see the Apple logo.
