Problem in buying and updating apps

I cannot buy apps and can't even update my free apps..and plus I can't even buy apps relates things...

Because the store keep telling me that my payment method has problem or was declined..

So please kindly help me about this problem.

Is this the problem with apple or my bank?

Even though I have money.. I still cannot buy the apps...
