mail not sending to external host

I am able to send and receive email on the local server as well as receive email from external hosts. I am unable to send mail to external hosts. I did try setup a relay but they are rejected as well. This al worked with 10.6 server but as soon as I did the upgrade it has been down.

Any help or recommendations would be welcomed!
