Hello. I have a Black MacBook 2.20GHZ that cannot get past the startup screen with the gear and Apple logo. It also has high fan speeds. I ran Apple Hardware test with no issue, I tried Zapping the PRam, Reinstalling the OS by starting up holding the Option key and still no luck.
Any advice. Maybe I am subconsciously hoping to put in a new SSD Drive LOL!

First, reset your SMC. Then see this Apple note, which essentially says boot into recovery (hold command and r keys down), bring up Disk Utility and repair the hard drive. This is an older version of that note with more information.
Thanks BGreg, I took your advise, but no luck. I am now going to erase my drive and reinstall the system.
You may want to do a secure erase, which writes zero's to the hard drive. This also resets the bad block table. This way you're restarting with as clean a drive as possible.
