How can I be sure I'm using wifi only and not incurring roaming charges?

Apple support article says: "When data roaming and cellular data are off, you should not see a cellular-network indicator in the status bar." I am traveling abroad and I turned off data roaming and cellular data. However, a foreign network still appears in my status bar. How can I be sure I'm using wifi only and not incurring roaming charges?
