I was wondering if i could run my mac off an external hd, because 64gb isnt enough and it means iam constantly having to delete programms and it isnt running to its full potential.

Of course, but I don't recommend that. If you don't have enough storage for all your applications, you shouldn't have bought that MacBook Air.
Anyway, one thing you can do is to install OS X into the SSD, and if you want, you can install some applications in the external drive and the data that doesn't fit into the SSD. Note that you can't install all applications in an external drive (for example, Microsoft Office, because it requires some system files stored in different folders)
Before you decide what to do, check how your SSD space is being used. Go to "About this Mac" --> "More Information" --> "Hard Disks"
My prefered solution would be to keep OS X on the internal SSD and move your data to a fast 64GB USB3 stick or external USB3 SSD. This will not impact performance as much.
