The templates are a good place to start. Open Pages, New document choose a template from the Envelope series.

Envelope templates give you the proper orientation and margins for a variety of envelopes, but they don't grab addressee data from your document and automatically put it in the envelope fields. The envelope is an independent document from any letter you may be working on.
These templates have text fields that are links to your Contact.app database. So, you can drag a contact to the template to fill the fields. If you wish to do this, you must enable sharing between your Contacts and Pages in System Preferences, Security and Privacy.

I suppose it makes a difference how many envelopes are being produced. Certainly it is not that hard to create a single letter and assuming the recipient address is in that letter, then copy it, create a new document and choose envelope and paste the address in it's place. Or type the address in the envelope text box. As I say, It depends on whether there are multiple addressees or just a single one that isn't in the Contacts listings.
