It's already there - called Dynamic DNS. The underlying technology is radically different, but that is a requirement. The effective end result is pretty similar.
If you can promise that every router in the mix supports it, yes.
would it be possible with a VPN client
I was under the assumption it was. Until I tried it (Snow Leopard Server) and my iPhone didn't see any services being offered by the computers on the VPN connection.
So I looked in the Support Forums.
