My sons iPhone always shows up in Austin TX when he is actually in another city.

I gave my son an iPhone so I could track him on school trips and know when to leave home to pick him up. His phone is showing up in Austin TX even though he is in San Antonio, Dallas, or sitting next to me 120 miles from where find my iPhone says it is. How do I fix this??
