how do i back up my pics and videos to icloud

They are only backed up in iCloud as part of your overall iCloud iPhone backup. And they can only be accessed from the backup by restoring the entire backup to your phone. To back them up, import them to your computer as outlined here: http://support.apple.com/kb/HT4083.
