Is there a way to turn Siri off when the phone is locked otherwise I feel tha Siri is not worth anything and can be used to bypass security

FYI: Siri can only do certain things when locked. It will not do anything that requires the iPhone to be unlocked (without first unlocking the iPhone).

Here's how to turn it off when locked:

Settings > General > Passcode Lock > Siri (under "Allow access when locked") = "Off"
