Wi-fi + 3G is just that. 3G as the iPad 2 does not support LTE. Only 3G.
Wifi + Cellular means it supports up to LTE if its available. iPad 3 and iPad 4 suport the LTE band. But since it would be awkward to call them iPad Wifi + 3G + 4G + LTE ... they just called it Cellular as that's what all those things are, just types of cellular networks.

Nope, the iPad will connect to the internet regardless of wether it is Wifi + 3G , Wifi + Cellular, or just Wifi.
The difference is just the method it uses to connect to the internet.
For Wifi only iPads, they can only connect to the internet through a Wifi network, like those found at coffee shops, hotels, your house etc...
Both the Wifi + 3G and the Wifi + Cellular will connect to the internet either through a Wifi network, or the supported Cellular network if it can find one.
Wifi + 3G is limited to connecting to a cellular network of the 3G or lower type. while the Wifi + Cellular will connect to 3G or LTE depending on what is available.
And, does one choose a larger GB if only one wants tons of photos and songs on the hard drive?

The more GB the more space for eveyrthing,. be it photos, songs, movies, tv shows videos, other types of files etc... Obvisouly only you know what you intend to use the iPad for, usually if you plan on watching movies and Tv, you will want more space as those can take up the most space.
Is there really any difference between the non-Retina and Retina display?
Yes, the screen, the Retina display is much higher quality and higher definition than normal, so things look better. Also between iPad 2 and the New iPad 4 with Retina there's also a differenc ein Processor, and memory. iPad 2 has an A5X processor at 1GHz and 512Mb RAM , while the new iPAd has an A6X processor at 1.3GHz and 1GB RAM.
