Is any one know how to make gsm cellular call through iPad 4 plz tell me

    The iPad has no built in phone capability. You can make calls by way of an App such as Skype or Viber.

    I heard it works with jailbroken iPad 1, how can I get the name of the app?

    No. but with iOS 8, if you have an iPhone and an iPad/Mac, you will have the ability to make phone calls from your iPad or Mac using your iPhone as a relay of sorts. This goes for SMS as well, you will just need to be connected to the same WiFi network and signed in to the same iCloud account. iOS 8 will not be released until this fall. And again, you must have an iPhone for these features when iOS 8 rolls around. Supported devices for iOS 8 include, iPad 2, iPad 3, iPad 4, iPad Air. iPad mini, iPad mini with Retina Display (aka iPad mini 2). iPhone 4S, iPhone 5, iPhone 5C, iPhone 5S. iPod touch 5th generation.
