Can you connect to a wireless printer with the ipad2 using cellular data plan..and if not...why? And is there a USB cable you can connect to ipad and printer? Thank you

No, because what WiFi network would the printer be connecting to?

You already have the cable....but it will not work with a printer.
The bottom line if you want to print from the iPad......
1) You need a wireless router creating a wireless network in your home
2) You need a printer that is AirPrint compatible
