So this is really odd... 15" Retina MacBook Pro on 10.8.2. When the battery hits 24% the CPU spikes without fail. Any insight would be fantastic.
What do you mean by '"CPU spikes without fail"? What are the signs? Have you looked at Activity Monitor?

Sorry should have been more specific. The Kernel Task process spikes, utilzing almost the entirety of the CPU.
Would you please recreate this with images from Activity Monitor (set to 'All Processes' and '%CPU' set to show values from high to low) showing before and after scenarios. I may not be able to give you an answer but some one else might. It does sound odd.

I had the same problem. An SCM reset seems to have resolved it.
