OK, Try a reset: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps from the tray before doing the reset.
Do you have Siri turned on? Settings > General > Siri.
if you have a case on the phone take it off it could be blocking the receiver.
other than that try turning siri off then back on see if you have internet connection and if not make sure you can get one.
i would like to say that a power reset like that is not good for a phone that isn't frozen.
when a device is frozen there is no power going to the logic board when you do a power reset holding down the home button and the power button it diverts the power from the battery back to the logic board. this is the equivilant of unplugging a computer from the plug while its on and can be harmfull to an iphone that is not frozen if done enough times.

That is not correct. If no power was going to the logic board then the phone would not be displaying anything, it would be dead. A reset does not harm.
